US President Donald Trump will send his federal budget plan to Congress later on Thursday.
Trump wants to boost military spending by $54bn.
The Department of State faces cuts of 28 percent, and other areas could also see big reductions.
However, for the past 10 years presidential budgets have failed to get through Congress unchanged.
